ICT based eHealth System will be used in addressing the risk issue identified. “ICT has been shown to contribute not only to reducing the rate of errors in healthcare by providing more accurate and transparent information, but also by facilitating a rapid response after an adverse event has occurred, and tracking and providing feedback about such events” (p.21). Patient safety by reduction of medical errors through an integrated approach is at the heart of ICT. eHealth systems powered by ICT implementation will be authorized by the Hospital or the health care administrator. All stakeholders that will use it will be consulted, and compliance, governance requirements, budgetary requirements and more will be assessed before it is implemented.
ICT supports the complete transition to EMR. The United Kingdom NHS sates that the poorly completed records were seen to be one of the major factors that create patient safety incidents (Wolf et al, 2004). A study conducted found that around 80 percent of medical errors were often created because of this miscommunication. It could be as simple as missing information or sometimes even incorrect information. A fully systemized CPOE which is integrated across other functions provided for eHealth applications powered by ICT will also help in reducing prescription errors. In a London hospital, the use of an integrated ePharmacy application resulted in more than 29 percent gain by reducing dispensing errors. Urgent prescriptions were filled up faster, the rate increased from 37 percent to 89 percent.
In the context of incident reporting because of an adverse event and also in the context of CPOE errors, the ICT system is useful as it will immediately record the event. The occurrences of the events that led up to an incident can be digitally analyzed by some of the intelligent Decision Support Systems DSS that are being provided for health care industry. The DSS will check event pattern occurrences from past reports and will help the health care staff identify and mitigate patient health safety issues eve before they start.
